Voice can be trained to higher registers as well but needs to be practiced regularly until it becomes 'natural' for you to talk that way. Your voice isn't likely to go any higher than your natural high range even with surgeries (if my information isn't now outdated, science progresses so fast it is hard to keep up sometimes).
I have a sadly masculine bass voice, deep register, very shallow high register, even at my highest range I still sound decidedly male and not even close to female. It's one of the things I detest about myself. If there are surgeries than can raise the natural range I may have to look into that at some point. A woman talking in a bass register... not pretty.
