Just an idea, but the root is popular in China, and there has been an influx of Chinese supermarkets into the UK recently, they have dried and fresh herbs and roots, if there are any there you could ask if they have any of the source material, and see if you can do something with that.

Just an FYI, the Liquid Extract is the best.
ebay as much as I dislike them would be another place to look fyi.

I couldn't find anything on eBay except the raw roots and tea.
But then I tried searching using the Chinese name 'Bai Shao' and found this:

Be aware that white peony tea is ordinary tea and is not related to white peony root. Drink it because it tastes good not for NBE.

Taste is generally why I drink tea, I'm really getting into the whole gamot of herbal varieties, I just wandered if there could be any NBE properties in such brews as WP.
