 From my research ideally a genetic male needs to be at least 250 or above to reach maximum breast  growth potential to mirror that of a female. ( of course with the right amount of estrogen as well or perhaps a natural product like PM).   From the same chart we see that a male between 31 and 50 is not at that number.  If you were 26 to 30 you would be on the top end to make the 250.

Studying the below chart you can see just how much you need to be at when the age for most women starts for breast growth! On Tanner stage 3 the female on the lowest end is at 258.
