Besides the herbs and "substances" there's the possibility of pumping (a section of this site focusses on that).
Positives - zero, or minimal, mental and physical side effects -
Negatives - you need privacy for pumping sessions
  - results are gradual - for many, not dramatic - for some, disappointing.
As someone with not too large a frame and very little breast tissue to start with, I got some results with pumping alone and though I could fantasize about being much more voluptuous, maybe its not for the best I'm not.
