The short answer is yes.The long answer is that they will take a very very long time (years) and the shape may be more "man chest" than "boobs" because of th elack of actual breast tissue inside. I have been using a hospital grade breast pump for several years and I am a full 36 DD cup. I now need the support of a bra full time, and I have developed a nice cleavage and massive nipples.
