I can understand the policy to the extent that the photo should not attempt to hide the person's facial identity. I know that one cannot wear sunglasses or a hat when getting an ID photo taken in my state. On the other hand, I may have a full beard, long hair, or wear a toupee without objection. I don't think putting on eye makeup and lipstick 'hides' one's facial appearance enough to justify forcing him to remove it. Besides, do they force a girl to put ON makeup for a photo shoot? I very much doubt that. This is all a part of the binary gender mindset in our culture that seems to persist despite liberalization in other areas. Makes me want to start wearing makeup 24/7 in sympathy with the kid.
