For me it's definitely tied in with my Dominant submissive (D/s) fetish. When I'm in a relationship with a strong dominate female my fem side comes out including the desire to grow breasts.
I do some crossdressing also but like you I do not see myself transitioning. I definitely present as male but on the androgynous side and my goal is some nice b-cups. I still have a ways to go but I've recently reached the point where I can't pass them off as pectoral muscles anymore which has caused me to do some soul searching but I'm still going forward.
Fortunately I've discovered that there are some Dommes that like breasts on men, I guess that would be their fetish. ))
