I call that the "turbo restart effect". It's not a real growth spurt.
When you go off the herbs your blood flow in the chest area will be lower and whatever is not permanent growth may "deflate". Restarting herbs brings back blood flow and some fat to the boobs, so it's like inflating a balloon again.
While it's not a proper spurt it's a fun moment that I always look forward to when I stop and restart. It takes me about 3 days after restarting to feel it.
