Here's a run down of whats needed for breast growth:
Progesterone, prolactin, glucocorticoids, follicle stimulating hormone (fsh), luteinizing hormone (LH), 
growth hormones, certain proteins and enzymes...oxytocin and human placental lactogen (HPL) if we include cis-females in this conversation.
