Yes progesterone cream is suggested to be used only after you have started your initial growth or started "budding"
Budding is the very initial growth of breast tissue, you'll be sore and tender, will feel like bumps or nodules under your nipples. Once that happens allow for more growth maybe a few more weeks or so depending on your body and how fast you grow initially then start progesterone cream.
You could even add other things to your topical program down the line once you feel you have reached a plateau for your growth.
Project x has an ongoing discussion of topical cream applications starting on pages 480 (or so). But I would say that's for intermediate nbe users who have stalled out or have been passed their initial growth stage for a little bit.
