Budding is the very initial growth of breast tissue, you'll be sore and tender, will feel like bumps or nodules under your nipples. Once that happens allow for more growth maybe a few more weeks or so depending on your body and how fast you grow initially then start progesterone cream.
You could even add other things to your topical program down the line once you feel you have reached a plateau for your growth.
Project x has an ongoing discussion of topical cream applications starting on pages 480 (or so). But I would say that's for intermediate nbe users who have stalled out or have been passed their initial growth stage for a little bit.
Just my opinion, Lara (hello Didi is very knowledgeable) on pretty much all aspects of nbe.

I've just finished my 1st bottle of 60 capsules and awaiting my next batch.
I hope I will begin to feel or see some differences with it as I don't seem to notice anything at the min.
I will be persevering however with the hope something is happening on the inside.
