Hi there,
I tend to agree with Tomi, probably the red bumps are ingrown hairs. Best way to treat these is with a loofah to open the hair follicles up again. Maybe with a cream you will plug the follicle and cause further infection.
Try also dusting your skin with talc before using your epilator, that helped me and I got less ingrown hairs. I did go through a phase of ingrown hairs when I started epilating 20 years ago but by persevering you get through this phase and your skin gets smoother with less regrowth.
Another way is to try a home IPL (intense pulse light)  for hair removal, that's the way I would go if I was starting now.
