As I said, the law in the USA allows negative discrimination. On that ground, positive discrimination (quotas) make sense.
In a modern country with actual worker's rights and protection enforced, where firing or denying service on the basis of sexual orientation or gender would be forbidden, quotas are a negative thing. I hate quotas in the UK because discrimination is illegal, but in the USA the situation is currently unbalanced.
