Definitely getting growth, slowly but surely.
Oestrogel will induce fat redistribution, or rather it doesn't shift the fat you have but adds new fat to bums, thighs etc, so that is all expected.
The extra fat is extra weight so you may need to do some exercises to help your lower back. But be very careful not to aggravate your injuries, maybe look into gentle strengthening exercises, yoga, osteopath etc.
