A few things...
Firstly, the spongy feeling and itchyness sounds like the initial fat redistribution, although since you apparently already have significant breast fat the actual buds might conceivably start faster in your case.
Second, with the assortment of different things you've taken and stopped and started, there is no way to know what has done what, and what has been a complete waste of time and money. You really need to pick one set of items and give that at least a month, preferably two continuously, and then decide whether to change to something else.
There is no way you will 'burst out' and suddenly overnight have boobs, it simply doesn't work like that. 12 y/o girl or 62y/o man....it takes at least 2 or 3 YEARS to develop, so there will be plenty of time to stop if you think you are getting to your personal limit.
