Well, Alex, that is a really good question. One that I cannot answer with any specificity. I can only give you my understanding from stuff I've read over the past few months.
What causes the loss of male function, the shrinking of the testes, and a drop in sperm count is the drop in the level of testosterone in the body. PM has that effect because the body tries to maintain a certain total amount of sex hormones (testosterone + estrogen) via homeostasis. If estrogen levels are forced up, testosterone levels will drop to maintain balance. The higher the E-level, the lower goes the T-level.
If your T-level drops way down for a long time, the testes will shrink and stop producing sperm. Raise the T-level back up will reverse the process. There is a point of no return, however. When that point comes depends on the strength and length of time that the estrogen is taken.
PM is a very weak estrogenic compound compared to human estrogen (estradiol) so its effect is weak. That's why some of us doing NBE also take an anti-androgen (e.g., SP or Spearmint) to drive down our T-levels further.
My guess is that if one takes just PM at the rate of <2000 mg per day, and also takes breaks periodically to temporarily restore one's testosterone level, complete infertility is not likely to occur. Sperm count could still be diminished, however, making it difficult to impregnate a woman.
If I wanted to grow breasts and was concerned about infertility down the road, I would arrange to have a quantity of my sperm frozen in a sperm bank before experimenting with HRT, herbal or otherwise.
