Yes,
It's for growth, It is a hormone that starts milk production. So it causes swelling. Constant swelling becomes growth, because stretched tissue grows. PC rounds out the growth, but you'll still need chest compression exercises, phytoestrogens grow the milk ducts too.
Now if we were to just have FG and Hops you'd still have a heck of a program, just ask Eve or Isabelle comes to mind.
