Those having the issue uploading pictures will be using the Mod Rose or Mod Blue themes, so if they select another theme, i.e anything but Mod Rose or Mod Blue, which leaves 6 to choose from, they should find that images attach ok.

so how does one do that?

User Control Panel (User CP) >> My Profile >> Edit Options >> Other Options >> Board Style

I am using the "after dark" theme since day one of joining and my pictures are well below the max size allowed and still can't attach them to any post. 
This is the only forum that I can't do this out of several I am a member of.

Are you clicking [Add Attachment] and then [Insert Into Post]? Have you tried another theme? I am using Boot Red and it's working fine ever since.
