I see two issues here. The first is gaining acceptance in what men can wear. The second is promoting tolerance towards trying to pass as the opposite sex.
I think a reason why women have more options in clothing is the vast majority of women who wear pants aren't trying to pass as men nor are there any significant negative stereotypes associated with women wearing pants. If it was a common belief that most women who wore pants were butch lesbians, I suspect women for the most part would be reluctant to wear pants, just as men are reluctant today to wear skirts and dresses. Also, they still wear their makeup, jewelry, nail polish etc. when wearing pants. If most men who wore dresses and skirts did so while appearing male, I think the social acceptance would be more probable than when you have males who also try to pass as female. In other words, the argument that skirts and dresses can be more comfortable than pants for males would be a simpler argument for the public at large. I think most people have no problem accepting that skirts, dresses, pants, etc. are just pieces of fabric. It's when you're altering your appearance to the opposite sex that I suspect people have the greater objection to. I think this is because there are still many negative stereotypes associated with such behavior.
Something else to keep in mind is women don't always have the upper hand in terms of clothing etiquette. I think it's far more socially acceptable for a guy to go outside freeballing than for a woman to go braless. While both may abstain from wearing underwear for comfort reasons, it's more taboo for the woman than the man. Nobody cares whether a guy goes commando or not, but a female going braless may commonly be thought of to be promiscuous or at least indecent. Slut walks and breast cancer marches haven't really overturned this negative association both sexes have with the notion of women going braless.
Ultimately I think the only way to change these associations for both men and women is to raise the next generation with the norm that it's normal for men to wear dresses and women to go braless.
Firstly, and probably most importantly, it's NOT just for guys that want to appear fem, it's just that want to be free to wear skirts, if they want. Guys that WANT to appear fem are also welcome.
As for your first issue: That's the whole point of this! GAINING acceptance for men who want to swear skirts. It was only about 100 years ago that women weren't allowed to wear pants and only about 50 or 60 years ago, that it was FINALLY accepted...for the most part!
As for your second issue: the more something is done, the more it becomes the norm and the more it's tolerated!! About 25 years ago, anybody that shaved their head was seen as a weirdo! Now, even women shave their heads!! And moreso with older women than younger ones!! I've never SEEN so many terrible naked heads!!
Remember the Edgar Allan Poe story, "The Pit And The Pendulum"? It mentions how the guy that was tied to the floor had a dish of meat nearby and how flies would constantly try to get at the meat, so the guy would use his loose arm to swish the flies away, but, eventually, the flies came to tolerate the swishes and just accepted and ignored them as normal and nothing to worry about.
Again, the more guys that wear skirts, the more it becomes accepted and the more TD's and CD's will be accepted as norm because, a lot of the times, people won't always know, at first, if they are a woman man or TS/CD in a skirt!
I think one of the BIGGEST reasons for guys to hate a guy in ANY fem attire is because he's afraid to be seen as, or laughed at for, being gay because he thought a guy in fem attire was sexy! "MUSTN'T be homosexual!!" Even right now, it's one of the reasons people see ME as strange simply because I prefer to wear shorts that are ACTUALLY SHORTS and not those HUGELY baggy things that hang down to the top of you Chucks and are CALLED shorts!! An extra two inches longer and they'd be long pants!! SORRY!! I want to wear SHORTS!!!! I've been doing it since the `60's and I see NO reason to stop just because somebody ELSE thinks I should wear shoe dusters!! Besides, I'm not a homeboy!! I hate rap and I don't waste my time following their fashion trends (or much of anybody else's!!) JUST to fit in!! I am an individual and I REFUSE to be a carbon copy of everybody else!! If they don't like it, TOUGH SHIT!!!!
Now, I've seen a number of women over the years (and even documented so, here!) that look EXACTLY like a guy!! Quite often, like a guy with tits!! WHY is this okay, but not for a guy to look fem? I'd guess it as something to do with the fact that, in straight world, it's STILL PERFECTLY okay for women to have sex with other women!! There's THOUSANNDS of pornos out there featuring all girl action! And guys LOVE this!! BUT, when there's two GUYS going at it!! BIIIIIG NO-NO!!!! SUDDENLY, "homosexual" has a COMPLETELY different meaning!! It also ties in with women STILL being considered "the second sex" and that they HAVE to do anything men want them to do for the entertainment of men, but if they want men to do certain things, like, having sex with other guys for the sheer entertainment of women, NOOOOO, THAT'S NOT going to happen!!
Look at how sissified men have become over JUST wearing a certain colour: pink!! Actually, pink used to be a VERY manly colour!!
I would say guys going commando is at least equal, if not far less likely than women going braless. ESPECIALLY these days when it's apparently cool as hell to show off your boxers to EVERYONE by wearing the waist of your pants below your crotch just so you can be a cool homey!! Well, IF it's more taboo for the woman that the man, I'd think it'd have a LOT to do with the fact that, even if a guy DOES go commando, the chances of anyone being able to tell are slim to none! Whereas, with a woman, going braless can be seen by most people by the way her tits bounce or if her nipples become erect for any reason, or, since their clothes, for SOME reason, are DESIGNED to pronounce and present their tits on a silver platter (when's the last time you ever saw a guy wearing a tight scoop-neck shirt?), when they have to bend over for any reason and the girls can be easily seen unobscured!
Besides, have you ever heard of Moira Johnson? She has been walking around topless on the streets of N. Y. for quite some time simply because SHE'S ALLOWED to!! ALL women in N. Y. are, as of 1993!! She's not only doing it because she can, but to raise awareness in women in N.Y. that they, too, are allowed!! SOME are following her lead! Just as some will eventually follow our lead if we do frequent "skirt walks".
I think another reason no one cares if a guy goes commando is that guys are, generally, not interested in seeing another guys' junk (MOSTLY because of the fear of being seen as homosexual) and, most women are also not interested (mostly out of common decency!)! Whereas, MOST guys WANT to see a woman's tools!! And SOME women want to see them, too! If for NO other reason than to compare them to their own.
Mostly, there hasn't been an overturn because woman simply don't want their tits bouncing all over the place and because they've been brainwashed to think that if they DON'T wear a bra, on one hand, as you've said, they'll be seen as slutty and, on the other hand, because the bra helps support and is good for their tits. It SORT of does support them, but, it's not that helpful. It actually weakens the muscle that helps to support them naturally.
Yeah!! Absolutely!! If only society would put aside their feeble stereotypes and just teach their kids that it's okay for guys to dress how they want, just as it's BEEN okay for women to do so for the past 50 years!! Maybe, just MAYBE, that'll happen in the next generation!! But, there's NO harm in us getting the ball rolling, NOW!!
