There are people over there who are well in the know and willing to help if you just ask. Its a bit of a hassle to arrange HRT on your own, but its doable in almost every part of the world if you just put in the effort. Believe me its well worth it if you really need it, also injectables are very cheap.
Great thing about HRT is that it will change far more than people usually know of, including genitals, lets say it goes from being annoying to bit more manageable at least. Its not a complete cure for bottom dysphoria, but helps a lot.

Surgery is not an option, so I am looking for a DIY solution, which would be good if it were permanent or permanent. Medical help is also quite limited where I live. I have not found a source for medication either.

Most likely you're scared of nothing if you go on HRT done with the methods I mentioned. There is no other alternative really, there's HRT and then there's surgery and that's pretty much it. Maybe you should consult a doctor about this? Although they're often mistaken about the blood clot risks as a lot of them have very outdated information on feminising HRT methods.
I'm no doctor, but I do know that patches, gel and injection and to an extent, sublingual/buccal pills are quite safe on this regard.
