Can BO work when your testosterone levels are clinically unmeasurably low?

Well it didnt turn all my testosterone into estrogen when I was taking it - despite the marketing claims of products containing BO, I remain unconvinced thats how it works anyway and think it just contains estrogen although at quite low levels.

You could always try it for a month or two to see if it works - potentially if testosterone is low enough then it should imo work better than with higher testosterone.
