Ok, one thing is to have one glass of milk. Another thing is to eat a 3-course meal with it. It's not just about PM, and it's very logical: having more stuff to digest may delay the moment when the caps are digested. My wife has the same issue with calcium supplements, that the doctor explicitly prescribed to take at least 30 minutes before a meal to give the body time to digest it fully.
On the note of "milk": breast growth requires proteins and fats. Milk and cheese are very good because contain those. I am not 300% sure of when it's a good time to eat proteins and milk while using PM, but I suspect that it can happen at any time and that the estrogen in the body will pick them up when necessary.
