I'm curious and haven't been able to find any posts with regards to this. Hoping someone can add their expertise....what are the main differences in development? Why do I read in certain posts that BO is permanent and PM is reversible? In what way/how is this the case for both?

PM is phytoestrogen, BO is actual cow parts with actual bio-identitcal hormones, how much of each isn't quite clear. BO might be highy effective, but only to some people, there's a lot of speculation on this ranging from body temperature to genetics. PM is the strongest known phytoestrogen but carries a quite substancial blood clotting risk. BO does not. It seems to work the best coupled with convnetional HRT.
Breast tissue development is permanet, fatty tissue changes accord to hormone balance and weight, swelling from elevated hormone levels is temporary. You can not reverse breast tissue development, once its there, its there and it can only be surgically removed. But quitting after breast growth, fat and swelling will diminish if you're on testoterone dominant hormone balance and or lose weight.
Main difference is when development happens, that PM doesn't cause much of tissue development and its almost always if not every time, kinda lacking. BO on the other hand seems to aid more complete breast development to those it works well on.
Comparison is like apples to oranges, kinda of, but I believe bovine ovary to be MUCH better with less risks
If you'r enot certain you want to feminise your body, then don't do it, there are things you can't just reverse when wanting so and you can't "be both" hormonally at the same time. Otherwise go on with it. I would advice rather going on bovine ovary than PM these days.
