You have to realize that we're technically using these products what they'd call in the medical jargon "off-label". It's like using Ibuprofen as a pain killer, technically, it's original label was for keeping swelling and other irritations of that sort controlled, but a side effect is that it works reasonably well as a pain killer in people who are resistant to aspirin.

For a more closely related example, it's like how they now use Spironolactone as a major anti-androgen, when it was originally developed as what is considered a side effect for HRT users: a potassium sparing diuretic. Technically, it's the anti-androgen effects that are the side effect. The drug is SUPPOSED to make you pee more. It wasn't, originally, supposed to reduce androgens. It also takes a much greater dose to reduce androgens the way you would want for an HRT regime than it does to make you pee more. Luckily, the diuretic primary effect doesn't seem to increase with dose size in the same way as the anti-androgen secondary effect, or girls on spiro would never be able to stay hydrated.

When we use herbs or products like BO for breast enhancement, we're ALSO using them for something that was originally considered a side effect. BO's original use was intended as a way to help regulate women's hormones. Not supercharge them. They use a much lower dose for that. Swanson's BO is formulated towards that purpose rather than breast enhancement, thus they use so much less in a recommended dose. In a male sexed body, we really have no idea what such low doses might or might not be doing. Probably not much if anything. We do know what it MIGHT do, if taken in large enough doses, and with other things added to the regime depending on the individual... But that was originally discovered as a secondary effect in female sexed persons, which some trans individual at some point then decided to try themselves, at which point they discovered that at an approximately double dose compared to the dose for female sexed persons using it for NBE, it has the same effect on them.

So, it takes approximately a doubled dose from on-label use to achieve our off-label effect in female sexed bodies, and it takes approximately double that to achieve the same effect in male-sexed bodies. Mileage, of course, will vary. Some cis women use less, some trans women may use less. Some need more. And some, it doesn't seem to matter how much they take, they never get any effect on breast growth. Some, it has actually done the opposite.
